Carburetor problems. please help!!

Hi everyone my name is nick, I'm new to the site so bare with me as I learn more as I go. I own a 2001 Vulcan 800 classic I love the bike and its been great to me for so long. recently I have had a bunch of problems with the carburetor. I had to recently replace the Air cut off valve and spring. all I did besides that was a very nice carb cleaning because I ended up having some varnish in it. I reassembled the carb and hooked all the hoses and put clean fuel in it. I have a brand new battery to. so I go to start it and it doesn't not want to start, yet it has spark, fuel and good air flow. it is flooding out badly and I'm very confused. so any ideas or help would be great.
